This segment (Drunk Review) was a sketch in an E4 show in 2001, called Show Me The Funny. Vague news story mention (on this BBC site) and the brief video clips, below. There is some more background information in this 2005 interview – here.

The E4 TV channel was launched (by C4) on January 18th 2001 and they had an interactive show called Show Me The Funny. Viewers could vote online as to what they wanted to see next, within the show. This post has a video with all the adverts for the launch, including the clip featuring Jimmy, from below.
If it was broadcast in early 2001 then it could have possibly been recorded that month – or, more likely, late 2000.
Show Me The Funny only had the 1 series of 7 episodes.
In the first video Jimmy says that they (a group of students) are going to “debate the important issues of the day” and, I can’t tell exactly what he says next (possibly “ripped to the ??”), but they are clearly blind drunk.
I later found a 2nd clip – this one has a rather stroppy drunk who, having told an airport story 4 times, doesn’t like being told to shut up and starts throwing drinks and a pen at Jimmy.
Other comments online indicated that the participants were students. Who knew?
